Treasure Island’s location in the Bay and typical low-lying terrain makes the proposed development a perfect example of the need to plan for sea level rise.
The traditional approach to designing non-levee- protected coastal developments, per FEMA guidance, is to set interior grades throughout a community such that finished floor elevations for buildings would be above the present-day Base Flood Elevation (BFE, or the 100-yr return period water level). Improvements along the shoreline are required only to protect against storm wave run-up and overtopping.
