TREC is comprised of the three cities, two counties, and three port districts, the Visitor & Convention Bureau, the U.S. Army Corps of Engineers, and a corporate partner, Bechtel…which provides funding to the VCB to help manage TREC.

TREC has been meeting monthly (and sometimes twice monthly) since 1995, working to collectively advance our vision for an accessible, world-class waterfront.

One of the first goals established by TREC was to lower the shoreline levees and to connect the series of waterfront parks via a 23-mile riverfront trail that is known as the Sacagawea Heritage Trail.

HISTORY/Misc info for TREC:

No formal organization for TREC (no bylaws or board structure…beyond chairman)

Strategic Committee (city manager level) and Technical Committee (staff level)

TCVCB coordinated monthly meetings and takes minutes/keeps records and documents

commitment based on passion and shared vision that quality of life improvements lead to economic development benefits

TREC allowed jurisdictions to coordinate efforts in seeking grant funds (support rather than compete with each other as sections developed)

TREC a format for “united front” for common issues & louder voice to approach Federal representatives when assistance needed..and an organization where the USACE could be prodded along with a monthly motivating meeting where they had to report back to TREC on progress on specific projects.
