Notes re: What would have done differently?:
Original Waterfront Center plan was to be completed in 5 years…it took 15 and the Heritage Trail is still not 100% done (one section in Pasco still needs levee to be lowered…initial narrow trail in back in 1990, but lowering and wider levee halted recently due to USACE required nation-wide assessment of levees after Hurricane Katrina)
Found way to fund a full-time staff person dedicated to rivershore enhancement.
Identified that it would take far longer than originally anticipated to complete some projects…sometimes felt like a bad computer game where every time you think you’ve reached a safe level…another monster rears its ugly head and has to be defeated or found a way to go around. This was especially true with the land conveyance process…eventually ended up with long-term leases.
