One of the most significant achievements was the cities negotiating and signing new shoreline leases with the Corps of Engineers. After the discovery of Kennewick Man, and years of discussion and debate and work to transfer the shoreline land from Federal control to local ownership…it became apparent that leasing was the option that would more readily allow the cities to lower the levees.
